Process and timelines for the 2012 Representative Convention
I. Election of Representative Convention delegates and alternates
Under federal law, locals must elect delegates and alternates by open nomination and secret ballot. Education Minnesota strongly encourages locals to elect enough alternates to ensure full representation should elected delegates be unable to attend.
Online registration
Locals must submit all elected delegate and alternate names electronically no later than March 16.
Local presidents must provide the following information to register their delegates:
- Names. Local presidents will be able to register multiple delegates and alternates.
- Last four digits of each delegate's/alternate's Social Security number
- Delegate/alternate email address
- Delegate/alternate mailing address
- Telephone number
- First-time delegate (yes or no)
- Ethnic minority delegate (yes or no)
Once the registration process is completed, both the local president and delegates will receive a confirmation email verifying registration.
Late registration
The Credentials Committee will review delegate and alternate names submitted after March 16 and present its recommendations to the Representative Convention for action. To make its recommendation, the Credentials Committee will require information why names were not submitted on time, which may include written verification of the local election time and place, the names of candidates running for election, and the official minutes certifying the election of delegates/alternates.
General information
Education Minnesota will publish notices of the March 16 deadline in issues of the Local Presidents’ Insider, the Minnesota Educator, TEAM and the local newsletter kit. In mid-March, Education Minnesota will email those local presidents not submitting any delegate or alternate names, reminding them of the above process.
II. Submitting proposed amendments to the Constitution and Bylaws
Deadline
Education Minnesota must receive proposed amendments to the Constitution and Bylaws by Jan. 9. We encourage you to submit any proposed amendments as soon as possible, however, to allow sufficient time for the Constitution and Bylaws Committee to work with you to identify and correct any procedural flaws or internal inconsistencies that may exist.

Convention call
Under the Education Minnesota Constitution and Bylaws, proposed amendments to the Constitution and Bylaws must be emailed with the official Convention Call no less than 60 days before the convention. Education Minnesota will email the Convention Call to all local presidents for distribution to their delegates and alternates by Feb. 27.
General information
Education Minnesota will email the agenda and copies of all proposed bylaw amendments to individual registered delegates three weeks before the Representative Convention.
