Kay Carlson called the meeting to order at 5:25 pm.

1.      Treasurer's Report:

Balance is $9699.80      Savings   $52,609.27

If you have any collective bargaining reimbursements please get them to Marti. 

Richfield is still outstanding in dues.

2.      Our March 14 meeting is the RA at the Minneapolis Marriott West

Invitations have been sent out to candidates asking them to join us.  Please invite all of your delegates to this meeting. 


3.      Kay Carlson:  IO spring meeting is this Saturday.  There will be a report to the convention regarding the IO grant and what it was used for.  Conversation:  Where do we go from here? 

There will be one additional spring meeting in May or June.


4.      Board of Directors:  Monica B.

Ways to recognize all the hard work presidents do.


Monica brought up our issue with “time”.  Spent time discussing this issue.  Looked at coming up with money, grants, etc. to help locals with this issue of how to help with all the additional time people are asked to give . 


Spent time getting updates on our properties.


ESI update by President of Robbinsdale's local.  Identity Theft is being given again.

Vacancy for ESI board.  Let Monica know if you are interested.

Spent time looking at membership.  How do we engage teachers and encourage them to join? 


The AFT will give an associate membership opportunity for

Tier 1 teachers.

May 18 will be another big rally day.



5.      Council Chairs:  

Melissa says she will put January minutes on now they are approved.


Marc D: Cultural competency has been added to the cycle workshop.  Technology has been dropped.

Education Minnesota Bargaining Unity Day, March 13, 2019


If you can make it on March 13 please come and bring members with you.  The more people the better!  You can register through Education Minnesota's website.  Please register by March 13.


Discussed the definiton of a teacher and who falls under that definition.

E -Learning Days :  Requirements of the e-learning statute,

Minn. Stat, 120A.414

Potential Considerations for Bargaining (see yellow handout)

“E-Learning Day” means a school day where a school offers full access to online instruction provided by students' individual teachers due to inclement weather.  A school district or charter school that chooses to have e-learning days may have up to five e-learning days in one school year.  An e-learning day is counted as a day of instruction and included in the hours of instruction under section 120A.41.Subd 2.


DISCUSSION:  Are e-learning days really effective?  There are issues with this and not every student has access.


Marc talked about the Metro West Uniserv folder he sent out. Please take time and look it over.  All current contracts including health care are included.


7.      Marti Zins:  TRA

Currently looking at TRA Law.  Looking to update it all.


8.      Reminder:  Increase employer contribution  is a pass through.
