The Minnesota Department of Education PDF documents linked below are from the Educator Evaluation page of the MDE website.
The state pilot model and the accompanying documents are an excellent resource for your joint district-union team designing your local teacher evaluation plan. You can find more information about agreeing on a local plan on the Teacher Development and Evaluation page of this website.
Implementation Handbook
This handbook is the state pilot model for the 2013-14 pilot school year. It was designed with input from a State Teacher Evaluation Working Group that met regularly from December 2011 to December 2012. The working group’s recommendations were forwarded to Commissioner Brenda Cassellius who then worked with MDE staff to finalize this document. After the 2013-14 pilot, the plan will be refined and continuously improved.
Performance Standards of Teacher Practice Rubric
This document includes rubrics developed by the state working group for use in the teacher practice portion of the MDE state pilot model.
Student Learning Goals Handbook
The handbook describes how the MDE state pilot model addresses the requirement for the use of student growth data in "nontested" areas.
Recommendations for special educators
The TDE requirements offer unique design and implementation challenges for special education teachers. The diversity of special educators’ roles leads to several questions about model design and implementation, including the following:
-
How should student learning be measured for children with diverse needs?
-
What does student engagement look like in these settings?
-
What if a teacher does not have direct interactions with students?
The MDE guidance addresses these questions and more.
